EC Regulation 1073/2009: 📋 Regulates access to the international market for bus transport services. Occasional cabotage services are permitted during an international service but must comply with local regulations.
1.1 — Dangerous goods (ADR)
The transport of dangerous goods by road is regulated by the ADR Agreement (European Agreement concerning the International Carriage of Dangerous Goods by Road). The driver must be in possession of the specific ADR certificate for the class of goods transported. • Top number (Kemler) — indicates the type of danger associated with the goods (e.g. 33 = very volatile flammable liquid) • Bottom number (UN) — UN code identifying the specific type of dangerous goods • The panel must be approved and retro-reflective • It must be positioned at the front and rear of the vehicle • If several dangerous goods are transported in separate compartments, each compartment has its own panel • Transport document (waybill / CMR) • Written safety instructions (instruction sheet) • Driver's ADR training certificate • Vehicle approval (if required bythe class) The orange panel (Kemler) Documents to keep on board with ADR
1.2 — Rear signaling panel
Motor vehicles longer than 7 m and articulated vehicles must carry a yellow/red retro-reflective panel (striped) at the rear to increase night visibility. • It must always be positioned at the rear • On two-lane roads, it must also be positioned at the front • It is also used on buses when carrying schoolchildren • It cannot be replaced by red flags
1.3 — Behavior with heavy vehicles in the presence of road signs
• With a loaded tanker: moderate the speed, when cornering the center of gravity shifts, risk of overturning • With an unloaded tanker with bulkheads: the residual liquid can oscillate, increasing instability • With long vehicles (trailers/articulated lorries): pay attention to the trajectory of the trailer in sharp bends Sign - Vehicles subject - Mass limit No transit of heavy vehicles - Trucks, articulated lorries - MPC > 3.5 t No transit of buses — Buses only — Any mass “Except buses” sign — All except buses — — Constrictor sign (bump, curve, narrowing) Specific prohibitions for heavy vehicles
1.4 — Passenger transport services (Cat. D)
• The bus must have the route book / authorization on board • Cabotage services (internal transport in an EU country other than your own): must be carried out with a specific cabotage document • Requires the journey document with: date, itinerary, drivers, passengers • Occasional transport in the EU requires the passenger list • The journey document must remain on board throughout the service Regular services in the EU Rental with driver (occasional)
- Important: ⚠️ In case of loss of dangerous goods or fire, the driver must move away, do not approach with open flames and call for help immediately. Do not attempt to deal with acid leaks or flammable substances yourself.
